Is this scent similar to cirque du soleil by l'eau de parfum?

It is not. L’eau de parfum is super creamy, vanilla-forward, almost marshmallow-y in the dry down. Carousel literally smells like a caramely bright red apple lollipop, not as creamy or whipped, more airy and not as dense.
